Program Monitor - EarlySteps Regional Coordinator LDH Region 8
This is an advanced, specialized position with the Louisiana
Department of Health (LDH), Office for Citizens with Developmental
Disabilities (OCDD), LDH Service Region 8, which serves parishes of
Caldwell, East Carroll, Franklin, Jackson, Lincoln, Madison,
Morehouse, Ouachita, Richland, Tensas, Union and West Carroll:
55% Arranges for and coordinates activities associated with the
general supervision system (including monitoring, programmatic
oversight, complaints, and training) and technical assistance
components of EarlySteps Part C service delivery system by
providers, agencies and contractors. Implements continuous quality
improvement activities and professional development as required by
federal regulations and state policy and assures that compliance
issues are addressed by all participants of the system in this
region of the state.
15% Plans and coordinates all aspects of the Part C early
intervention program at the regional level. Participates as leader
of a regional multidisciplinary team of agencies and service
providers to ensure a comprehensive system of service delivery.
Designs program outreach activities to reach underserved
populations and rural areas with service delivery access problems.
Participates and provides leadership for annual performance and
system improvement activities including training, system
development, data collection and reporting, and implementation
fidelity.
10% Provides ongoing technical assistance and training to the
Family Service Coordinators and other Part C service providers -
including the System Points of Entry within Part C early
intervention system - and ensures that they are properly
credentialed, qualified, and trained to provide services to
eligible children and their families and meet all performance
requirements.
5% Participates regularly with the EarlySteps Central Office staff
through virtual and face-to-face meetings(some in Baton Rouge) in
system implementation activities, participates in Regional- and
State-level committees related to system development and
implementation, and provides pertinent regional data regarding the
function of the Part C program. Assesses the need for resources and
training within the region. Develops proposals for service delivery
and training based upon the unique needs of region.
5% Assists in supervising the regional Part C Parent
Liaison-Community Outreach Specialist contract with Families
Helping Families/other agencies and works with other community
agencies to incorporate family participation and provide family
support throughout all aspects of the Part C program. Assures that
families are aware of their rights as required under federal
regulations. Assists with managing family priorities and concerns
regarding support and service needs for their enrolled children,
including successful transition to IDEA, Part B, OCDD, and other
community resources and services at the child's exit from
EarlySteps.
5% Participates in the coordination of the Regional Interagency
Coordinating Councils, and Part C local provider/consumer groups.
Collaborates with regional and local physicians, nurses, public and
private providers, early care and education programs, and other
agencies and families ensure implementation of the system of
services for infants and toddlers with disabilities in a region of
the state.
5% Participates as a member of the LDH Office for Citizens with
Developmental Disabilities (OCDD) service system in
region/district/authority to facilitate timely receipt of services
for EarlySteps families, resolution of service/system complaints,
and other activities related to OCDD.

Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus two years of professional level
experience in administrative services, economics, public health,
public relations, social services, health services, or surveying
and/or assessing health or social service programs or facilities
for compliance with state and federal regulations.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be
substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work
experience and college credit to substitute for the baccalaureate
degree as follows:
A maximum of 120 semester hours may be combined with experience to
substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of
experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of
experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of
experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of
experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may
be substituted for a maximum of four years full-time work
experience towards the baccalaureate degree. Candidates with 120 or
more semester hours of credit, but without a degree, must also have
at least two years of full-time work experience to substitute for
the baccalaureate degree.
Graduate training with eighteen semester hours in one or any
combination of the following fields will substitute for a maximum
of one year of the required experience on the basis of thirty
semester hours for one year of experience: public health;
counseling; social work; psychology; rehabilitation services;
statistics; experimental/applied statistics; economics; business,
public, or health administration.
A Juris Doctorate will substitute for one year of the required
experience.
A master's degree in public health; counseling; social work;
psychology; rehabilitation services; economics; business, public,
or health administration will substitute for one year of the
required experience.
Graduate training with less than a Ph.D. will substitute for a
maximum of one year of the required experience.
A Ph.D. in public health; counseling; social work; psychology;
rehabilitation services; economics; business, public, or health
administration will substitute for the two years of required
experience.
NOTES:
Health services include all services dealing with the diagnosis and
treatment of disease, or the promotion, maintenance and restoration
of health for sick or injured individuals.
Public health includes jobs such as sanitarian, public health
engineer and public health epidemiologist.
NOTE:
Any college hours or degree must be from an accredited college or
university.
